Executive Director Sheldon Cooper Celebrates 10 Years at WPHP

This month, we are excited to congratulate Sheldon Cooper, Executive Director, on his 10-year anniversary at WPHP! His decade of leadership and behind-the-scenes work has undeniably shaped the growth and success of WPHP.

Since being appointed Executive Director by the WPHP Board of Directors in March 2015, Mr. Cooper has collaborated with Dr. Chris Bundy, Executive Medical Director, to lead efforts in advancing the health and well-being of Washington’s medical community. His thoughtfulness, innovativeness, and commitment to the WPHP mission have made a lasting impact on our organization. The WPHP team is immensely grateful for Mr. Cooper’s guidance, which has made WPHP a great place to work and a valuable resource for Washington’s health professionals.  

Upon reaching this incredible milestone, Mr. Cooper reflected on his time and accomplishments at WPHP:

One of the wonderful aspects of my work is that I co-lead the organization with Dr. Chris Bundy. This arrangement allows us to divide the work according to our strengths. Dr. Bundy leads our clinical, educational, and advocacy efforts, while I focus on administrative operations, human resources, and finances. I am tremendously proud of the strides we have made in reducing stigma and barriers to help-seeking for Washington’s health professionals, as well as the industry-leading health outcomes our participants achieve with our support. These efforts and successes rightfully take center stage. But today, I want to mention some of the less visible work and successes that happen behind the scenes that I am also very proud of. Over the past several years we have:  

  • Invested in our amazing staff by maintaining competitive pay and increasing benefits, work-life balance, and work flexibility. Our staff are our greatest asset.  
  • Enhanced our communications capacity to increase transparency and our ability to tell the story of so many health professionals whose lives and careers have been saved through their partnership with WPHP. We built a communications team and launched newsletters, blogs, social media accounts, and video platforms to extend the reach of our traditional in-person presentations.    
  • Modernized operations by increasing system capability, efficiency, and security while containing costs. We reduced our office footprint, went paperless, and upgraded our computer systems.  
  • Worked diligently to reduce the financial and time burdens for participants of our program by launching telehealth services and at-home toxicology testing while working with insurers to expand coverage. We also insulated participants from vendor fee increases and provided over $200,000 in grants to participants in need during 2024 alone. 
  • With support from our partners, we passed legislation in 2024 increasing the license surcharge that underwrites 80% of our work. For most of our licensees, this fee had not been increased for a decade or more. Securing this funding will help keep WPHP on a strong financial foundation for the next decade of our work.

We have made great progress in strengthening and expanding much of the “behind-the-scenes” infrastructure that critically supports our service delivery over the past several years, and we have a long list of additional enhancements that we plan to build out in the coming years. I am honored to have been a part of these improvements during the past decade and look forward to seeing what we can accomplish together in the years to come.

On March 18th, as we honor Health Workforce Well-Being Day and the critical need to address physician burnout, mental health struggles, and stress, we must reflect on the steps we can take to make meaningful change.

Celebrating International Women’s Day 

WPHP is proud to join the global celebration of International Women’s Day. Observed annually on March 8 since 1911, International Women’s Day honors the achievements of women in all facets of life — social, economic, cultural, and political — while also advocating for gender equality. From breaking barriers to inspiring change, women continue to shape our lives in countless ways. 

Honoring Women in Medicine 

Women have made remarkable contributions in all fields, including medicine. From Dr. Elizabeth Blackwell becoming the first woman to earn a medical degree in the U.S. in 1849 to women accounting for more than one-third of American physicians in 2023, women have overcome numerous challenges to pursue their passion and help the lives of countless people. The healthcare community has been indelibly shaped by the compassion, innovativeness, and dedication of women physicians. We deeply appreciate their knowledge and service. 

The Impact of Women at WPHP 

As an organization comprised primarily of women, WPHP recognizes first-hand the immense value of women in the workplace. The fifteen empathetic, creative, and dedicated women at WPHP are instrumental in helping Washington’s healthcare professionals get the support they need and raising visibility about our program and services. Today, we honor their contributions that allow WPHP and its program participants to succeed. 

Accelerating Action for Women Physicians 

The theme of International Women’s Day 2025 is “Accelerate Action,” which emphasizes the importance of taking immediate and decisive steps to achieve gender equality, as well as supporting women’s progress in education, employment, and leadership. At WPHP, we recognize the unique obstacles women in medicine may face throughout their education and careers. That is why supporting the wellness of medical professionals and students is central to our mission. The wellness of women physicians today opens doors for the women physicians of tomorrow.

WPHP Attends the 2025 ACGME Annual Educational Conference  

Dr. Chris Bundy, Executive Director of the Washington Physicians Health Program (WPHP), attended the 2025 Accreditation Council for Graduate Medical Education (ACGME) Annual Educational Conference on Feb. 20-22 in Nashville, Tenn. As the world’s largest Graduate Medical Education (GME) conference, this event is a special opportunity for attendees to engage in educational sessions and strengthen professional connections in the field of academic medicine.   

This year’s conference theme, “Meaning in Medicine,” highlighted the importance of aligning personal and professional values, promoting well-being, and fostering collaboration within the healthcare community. 

In support of this theme, Dr. Bundy presented “Physician Health Programs and GME: A Candid Conversation,” featuring panelists Courtney Barrows McKeown, MD, a surgeon and physician in recovery, and Cindy Hamra, JD, MA, Associate Dean of the University of Washington GME. This inspiring session gave attendees a rare opportunity to hear the personal stories of physicians who have lived experience of addiction and recovery. It also illuminated best practices, opportunities for improvement, and advocacy targets that can help GME and PHP programs deliver on a promise of hope and healing while mitigating the risk of adverse professional consequences that can discourage residents from seeking and accepting help when needed. 

During the “Review of the 2024 ACGME Well-Being Symposium: Charting New Directions for GME” session, ACGME shared key outcomes from the symposium, which Dr. Bundy attended last November. One key outcome was the formation of several Well-Being Affinity Groups that will convene throughout the next year to identify resources to support resident well-being. Dr. Bundy will lead the Access the Mental Health Care Affinity Group and attend a summit of Affinity Group Leaders at ACGME’s office in Chicago in fall 2025. 

Dr. Bundy also attended resident well-being sessions that raised awareness about PHPs as a critical resource for GME and program directors in supporting residents in crisis. 

This conference was a valuable opportunity for WPHP to connect with colleagues representing the University of Washington GME, Seattle Children’s GME, and Valley Medical Center GME. Alongside Linda Bresnahan, MS, FSPHP Executive Director, Dr. Bundy met Dr. Debra Weinstein, the new ACGME President and CEO. They also met with Dr. Humayun Chaudhry, MD, CEO of the Federation of State Medical Boards, and several members of the ACGME Leadership Team and Board of Directors. 

The conference insights and connections with ACGME Wellness Leaders will further enhance WPHP’s work supporting medical professionals across Washington.

WPHP Attends 2025 Washington State Medical Association Legislative Summit

Dr. Chris Bundy, Executive Director of the Washington Physicians Health Program (WPHP), participated in the 2025 Washington State Medical Association (WSMA) Annual Legislative Summit, held at the Washington State Capitol in Olympia. This event serves as a critical platform for Washington’s medical community—physicians, physician assistants, residents, and medical students—to engage with state legislators and advocate for key healthcare priorities.

The Summit featured updates from healthcare policy leaders, insightful discussions on WSMA’s legislative agenda, and direct meetings between WSMA members and local legislators.

WSMA President, John Bramhall, MD, PhD, provided inspiring opening remarks, while WSMA’s government affairs team presented an in-depth look at the association’s legislative priorities for 2025. Representative Nicole Macri presented on the Medicaid Access Program and the state budget outlook. Kyle Karinen, Executive Director of the Washington Medical Commission, provided an update along with Commissioner Patty Kuderer, Office of the Insurance Commissioner.

Three legislative priorities WSMA members were advocating for with their district legislators throughout the day were:

  • Medicaid Access Program: Pass the Medicaid Access Program to promote access to care and fund needed investments in Washington state’s Medicaid program.
  • Business of Medicine: Preserving Physician Autonomy and Independent Practice: Oppose proposals that risk physician practice viability and patient access to care. Support proposals that promote patient access to care and physician employment and practice autonomy.
  • Scope of Practice: Oppose scope of practice proposal that ignore the unique training of physicians, fail to include necessary education and training requirements, and could jeopardize patient safety.

It was another successful WSMA Advocacy Day in Olympia! The Summit gave Washington’s physicians, physician assistants, residents, and medical students an opportunity to amplify advocacy message with state legislators.

Fostering a Resilient and Thriving Healthcare Workforce

The Washington Physicians Health Program (WPHP) has been dedicated to supporting healthcare professionals for over 35 years. Recently, WPHP updated its mission statement to better reflect its purpose as Washington’s trusted resource for restoring the health of medical professionals. Our confidential support and exceptional outcomes provide reassurance of safe practice and promote workforce sustainability.

Confidential Help, Reassurance of Safe Practice

WPHP assists healthcare professionals with any health condition that may affect safe clinical practice. We offer early intervention, assessment, treatment referral, and post-treatment health support for those in the medical field workforce with conditions that may negatively impact practice performance. In some cases, brief assessment and referral to services are all that is needed to support health and put concerns at rest. In other cases, more help is needed and WPHP is ready to assist. We serve osteopathic physicians, allopathic physicians, podiatric physicians, physician assistants, dentists, veterinarians, and students and residents in these fields.

WPHP’s Key Outcomes

WPHP consistently receives high ratings for program service and satisfaction from both participants and stakeholders. Approximately 85-90% of participants receiving WPHP services do so without any knowledge or involvement of their licensing boards. Notably, 91% of program participants report needing and benefiting from WPHP advocacy. At program completion, 83% of participants are working in their field and nearly 90% of colleagues report that WPHP is a valuable resource to the medical community.

WPHP participants also report significantly lower burnout rates than the national average. Approximately 85% of WPHP’s program participants are in full remission of their health condition at discharge. Twelve- and sixty-month abstinence rates for WPHP participants with substance use disorders are at 92% and 87% respectively.

Suicide Awareness and Prevention

WPHP considers physician suicide awareness and prevention an important priority – one in which we are leading efforts at state and national levels. Through our education and outreach mission, WPHP strives to provide accurate information about physician suicide as well as resources to support physicians, physician assistants, veterinarians, and dentists with health conditions that are associated with suicide.

Advocacy and Credentialing Reform

Beyond health support, WPHP is also active in advocating for license and credentialing question reforms and preserving WPHP protections in the public records act.

Through these initiatives, WPHP is contributing to the promotion of long-term wellness and success of healthcare professionals which promotes workforce sustainability.

WPHP’s Dr. Chris Bundy Attends ACGME Symposium on Physician Well-Being

Dr. Chris Bundy, WPHP’s Executive Medical Director and FSPHP’s Chief Medical Officer, Dr. Art Hengerer, FSPHP Board of Directors, and Linda Bresnahan, MS, FSPHP’s Executive Director, were invited to the Accreditation Council for Graduate Medical Education (ACGME) 2024 Symposium on Physician Well-Being, held November 18-20, 2024.

Their focus was on raising awareness and understanding of the vital role that Physician Health Programs (PHPs) play in promoting physician well-being. The goal of the symposium was to partner with guests who specialized in the physician health and well-being space to review and discuss the progress and impact of the well-being movement within graduate medical education (GME) since 2015.

Attendees were charged to identify successful strategies and initiatives that have effectively contributed to improving the well-being of medical trainees, faculty, and staff. The symposium further challenged attendees to define the future ideal states for both the GME clinical learning environment and the individuals within it, explore the well-being focus, and propose actionable strategies for future enhancements.

UW Medicine & WPHP: Credentialing Reform for Healthier Workforces

We are excited to announce a groundbreaking development in healthcare credentialing, led by Dr. Brian Johnston of UW Medicine and our very own, Dr. Chris Bundy. This landmark reform has set a new standard for credentialing processes, placing a strong emphasis on the well-being and mental health of healthcare professionals.

WPHP played a critical role in providing consultation and technical assistance throughout this initiative, helping UW Medicine align their credentialing procedures with best practices that support the health and sustainability of their workforce. By integrating comprehensive well-being measures into the credentialing process, UW Medicine has demonstrated a deep commitment to the mental health of their physicians and healthcare teams.

This reform serves as a model for other healthcare institutions, not just within Washington but across the country. It highlights how a thoughtful, well-supported credentialing process can promote the long-term wellness and success of healthcare professionals.

Some of the key tools involved in this reform include the Peer Reference Form, the Washington Practitioner Application, and the Medical Staff Reappointment Application, all designed to streamline the credentialing process while focusing on practitioner well-being.

The WMC Fall Update: WPHP Program Updates

WPHP is excited to share key updates and advancements for 2024. These efforts highlight our commitment to supporting Washington’s medical professionals and enhancing the services we provide.

This year, WPHP launched a Strategic Communications Plan, updating our mission, vision, and values to better reflect our role in the medical community. WPHP has also increased communications and revamped our outreach efforts to raise visibility about our program and services.

The new Quality Assurance Team has streamlined operations, improving efficiency for staff and participants alike. Notably, the team has pioneered innovations in toxicology testing, further enhancing the quality of our services.

In news regarding WPHP leadership, Dr. Chris Bundy, Executive Medical Director, has been appointed the first-ever Chief Medical Officer for the Federation of State Physician Health Programs (FSPHP), a significant milestone for both Dr. Bundy and WPHP. Dr. Bundy will be serving in a consulting capacity for FSPHP as he continues his full-time role as WPHP’s Executive Medical Director.

WPHP also continues its advocacy efforts, pushing for reforms in licensing and credentialing while protecting medical professionals’ privacy under the public records act.

WPHP at IDAA

WPHP was honored to participate in the 75th Annual International Doctors in Alcoholics Anonymous (IDAA) Conference held in beautiful Baltimore, Md., from July 10 to 14, 2024. This year’s theme, “Our Safe Harbor,” provided a perfect setting for healthcare professionals and their families to find solace, connection, and support in their recovery journeys.

Highlights from the Conference

At this milestone event, WPHP’s own Dr. Laura Moss and Dr. Chris Bundy delivered insightful presentations that resonated deeply with attendees.

Dr. Laura Moss presented on “Atypical & Designer Drugs,” shedding light on the complexities and challenges these substances pose in the field of addiction medicine. Her expertise and depth of knowledge provided valuable insights for those navigating the evolving landscape of substance use disorders.

Dr. Chris Bundy discussed the pivotal role of sponsorship in recovery. His presentation emphasized how sponsorship can foster connection, accountability, and resilience, highlighting the profound impact it can have on individuals striving for long-term recovery.

Dr. Chris Bundy Accepts Additional Role as FSPHP’s First-Ever Chief Medical Officer

Washington Physicians Health Program’s Executive Medical Director, Dr. Chris Bundy, has been appointed to serve on the Federation of State Physician Health Programs (FSPHP) leadership team as the organization’s first-ever Chief Medical Officer (CMO). This new role marks a significant milestone for FSPHP, reflecting its growth and commitment to sustained leadership in physician health.

About Dr. Chris Bundy

Dr. Chris Bundy brings a wealth of experience to the CMO role as the Executive Medical Director of WPHP and a Past President of the FSPHP. He also holds academic positions as a Clinical Associate Professor of Psychiatry at both the University of Washington School of Medicine and the Elson S. Floyd College of Medicine at Washington State University. Dr. Bundy is board certified in adult and geriatric psychiatry and addiction medicine. His career includes notable roles such as Mental Health Service Chief and Chief of Psychiatry at the VA Puget Sound Healthcare System. Dr. Bundy draws on his extensive experience as a healthcare leader, medical educator, and physician in recovery to support education and advocacy efforts related to physician health and well-being. For his impactful work, he was honored with the 2021 President’s Unsung Hero Award from the Washington State Medical Association.

FSPHP’s Growth and Need for a CMO

Since 2016, FSPHP’s national presence has grown significantly. The organization has been invited by prominent entities to review their policies on physician health, attend national conferences, and coordinate advocacy efforts. FSPHP has also proactively reached out to national organizations to support its initiatives. Recognizing the need for sustained leadership, the FSPHP Board has established the CMO consulting position to ensure continuity in relationships and initiatives.

Dr. Bundy’s Role and Responsibilities

As the CMO, Dr. Bundy will join FSPHP’s elected physician leaders, who play crucial roles in cultivating partnerships, fostering relationship building, and institutional learning. Many partner organizations have physicians in executive staff roles, and Dr. Bundy’s qualifications make him an ideal fit for this position.

The CMO’s Responsibilities Will Include:

  • Evaluating and addressing organizational matters that require medical expertise.
  • Representing FSPHP policy on physician health and well-being to both internal and external stakeholders.
  • Serving as a spokesperson for FSPHP in educational and outreach efforts when called upon by elected leaders.
  • Collaborating with the FSPHP president and executive director to respond to media requests.
  • Providing expert guidance on emerging issues relevant to FSPHP’s mission for which there is no existing policy guidance.
  • Enhancing and elevating the existing leadership roles of the president, board, and executive director, increasing visibility and effectiveness with members, partners, and the public.
