Kevin Hallgren, PhD, is an associate professor at the University of Washington. He is a clinical psychologist with research interests in the treatment of substance use disorders and co-occurring mental health conditions. Most of Dr. Hallgren’s research is conducted at the BRiTE Center within the University of Washington Department of Psychiatry and Behavioral Sciences. He received his master’s degree in psychology and his doctorate in clinical psychology from the University of New Mexico, and a bachelor’s degree in psychology from the University of Missouri. Dr. Hallgren has been a consultant to WPHP on research projects since August 2024.

Kenneth S. Kagan is Outside General Counsel for WPHP and is a licensed attorney in Washington state with more than 40 years of law practice. Mr. Kagan is licensed to practice law in the US Supreme Court, the US District Court for the Western District of Washington, the US Court of Appeals in the Second and Ninth Circuits, the US Court of Appeals for the Armed Forces, and the Army Court of Criminal Appeals. He is a member in good standing with the Washington State Bar Association. Mr. Kagan also has served frequently as a judge pro tempore (a substitute judge) in many courts in King County, Washington. He graduated from the University of Puget Sound School of Law (now known as Seattle University School of Law) and earned a bachelor’s degree in political science from the University of Kentucky.
